edits made:
- portal cooldown increased to 4 sec
- wall edits in base around the bomb

why:
- portals are pretty strong to grab with currently, defenses struggle to handle. this was suggested by anom based off their eltp play on shakje, could take it to 5 sec potentially
- the boosts by the portal taken toward the walls by the bomb currently dont feel great and can kill a capping opportunity. want to offer more options for those boosts while still maintaining bomb usefulness
